Report cyber incidents to OCERT (ocert999@ita.gov.om) and fraud to the Royal Oman Police (9999). Contact your bank first if money was taken, and keep all evidence.

Is a text about a fine or delivery fee with a payment link real?

No. Omani government fees and fines are never collected through SMS links. Check the official app or portal of the authority (ROP, banks, couriers) — if it is not there, it is a scam: do not click, report it.
